What part is stranger

A ruling by a south Texas magistrate judge suggests that cell tower transmissions are covered with the constitution.

Okay, which part is stranger, not an Austin judge where the intellectual property rights are so important? Or it was a magistrate judge? Or that it’s a British publication that picked up the story, I mean which part of the story is the oddest?
