What’s more important,
knowing the natal chart or the transits?

All depends on what one is looking for. More important, it depends on the individual and the chart. For example the month of June, that’s June 2016, is marked by a huge, mutable, mostly mutable, cross. Saturn squares Neptune squares Jupiter, and then the odds flotsam and jetsam in Gemini for starters, that’s kicking loose, as well.

Jupiter opposes Neptune, and seeing as how Jupiter is in Virgo, the sign of being exact? Nebulous energy doesn’t play well.

Knowing this about the planets and their relative positions, mostly by transit, that helps. It’s basically a tough time.

So, in answer to the question?

It depends.

Depends on the goal, depends on the directions, and depends on the questions. In that same June 2016? Mars — in retrograde motion — is opposite where the last Mercury Retrograde occurred. While not calamitous in its own right, this is furthering a message, already spelled out.

Couple of pointers, though, paying attention to the astrological weather is part of what I do. As such, knowing what’s occurring, planet–wise, sure helps. No one seems really happy at the moment, no?
